Rocky Anderson, mayor of Salt Lake City, is issuing a challenge to every mayor in America: "Who will step it up and put on the biggest and grandest event in the country?"  Rocky helped put together one of the biggest Step It Up rallies back in April featuring Los Lobos and now he's back in action to organize a huge rally this November 3rd.  Which city or town is going to meet his challenge?
